It can. The two halves share a name and some services but are separate towns under separate governments, so the answer depends on which side the service connection sits on rather than on the mailing address.
Inside the built-up blocks, less so. Head into the farm country either side of town, toward Hebron or up past Laurel, and private wells with pressure tanks become the normal arrangement, and iron staining tends to come with them.
